Surviving a tumultuous upbringing riddled with sexual abuse, a drug-addicted parent, and domestic violence made Starr resilient and passionate about the care and treatment of individuals, especially youth, within the criminal legal system and beyond.  As a child, she made a vow to help kids like herself. The Starr Institute (TSI) is the manifestation of that promise.
